    ECHA Releases 2025-2027 Substance Evaluation Rolling Plan (CoRAP), 28 Substances Listed

    On March 25, 2025, the European Chemicals Agency (ECHA) officially published an updated version of the Community Rolling Action Plan (CoRAP) for 2025-2027. The plan aims to systematically evaluate 28 chemical substances that may pose risks to human health or the environment under Articles 44–48 of the EU REACH Regulation ((EC) No 1907/2006). The evaluations will be led by competent authorities of 8 Member States and span 2025 to 2027.

    Highlights of the Plan

    1. New and Extended Evaluations

    • 13 new substances have been added to the evaluation list for the first time, focusing on their potential risks.
    • 18 substances are carried over from the CoRAP 2024-2026 Update published in March 2024, with 12 substances postponed to post-2025 due to pending supplementary data submissions (dossier evaluation requests) from companies.

    2. Evaluation Timeline

    • 2025: 8 substances (including 2 grouped analogues) begin evaluation.
    • 2026: 15 substances enter the evaluation process.
    • 2027: 5 substances start evaluation.

    Note: The lists for 2026 and 2027 may be adjusted in future CoRAP updates.

    3. 3 Substances Withdrawn

    • The first substance was withdrawn as existing data sufficiently addressed initial concerns.
    • For the second substance, additional requirements were raised through dossier evaluation. If unresolved, it may be relisted in CoRAP.
    • The third substance (Reaction mass of: triphenylthiophosphate and tertiary butylated phenyl derivatives) has been formally classified as a Substance of Very High Concern (SVHC) and will undergo stricter regulatory controls.
