On August 1, 2025, China’s State Administration for Market Regulation (SAMR) officially released GB 26572-2025, Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products. This is the country’s first mandatory national standard for China RoHS control and will take effect on August 1, 2027. Its introduction marks a major step in tightening limits on hazardous substances in electrical and electronic products.
The Restriction of Hazardous Substances (RoHS) is the European Union directive that restricts the use of specific hazardous materials in the manufacturing of electronic and electrical equipment. As China’s first mandatory RoHS standard, GB 26572-2025 fully aligns with EU RoHS regulations, elevating restrictions and labeling requirements.
According to the previously released draft for approval, the new standard specifies the concentration limits and labeling requirements for hazardous substances in electrical and electronic products, applicable to those produced, sold, and imported within China.
GB 26572-2025 integrates and refines the technical content set out in two existing recommended standards:
- GB/T 26572-2011 Requirements of Concentration Limits for Certain Restricted Substances in Electrical and Electronic Products; and
- SJ/T 11364-2024 Requirements for the Restriction of Hazardous Substances in Electronic and Electrical Products.
The main technical adjustments may include:
- Expanded hazardous substance categories: The types of restricted hazardous substances have been expanded from six to ten, including four new phthalate categories.
- Refined classification management: Enhanced classification of electrical and electronic products and restrictions on hazardous substances.
- Upgraded labeling methods: Introduction of digital labeling forms such as QR codes.
- Transition period provisions: Products produced or imported before the implementation date of this document must comply with the requirements starting from the 13th month after the implementation date.
- Deleted redundant content: Deleted content from the original standard related to the disassembly of electronic and electrical products and typical disassembly examples.
Post-implementation, enterprises must accelerate R&D in eco-friendly materials and process upgrades to enhance product competitiveness. Non-compliant players risk market elimination. Companies are advised to proactively adapt compliance strategies to seize leadership in green transition. The standard text will be published on the National Public Service Platform for Standards Information within 20 working days after release.
