    On October 20, 2023, China’s Ministry of Commerce and the General Administration of Customs jointly issued an announcement regarding the temporary export control measures on graphite materials. Some materials will be subject to export control, and three highly sensitive graphite materials including spherical graphite, which were previously subject to temporary control, will be included in the list of dual-use items for export control. Moreover, temporary control measures on five low-sensitivity graphite materials primarily used in industries such as steel, metallurgy, and chemicals, including carbon electrodes of a kind used for furnaces, will be removed. The control measures take effect on December 1, 2023.
    On October 11, 2023, China’s Ministry of Ecology and Environment (MEE) published the 13th batch of simplified registrations for new chemical substances in 2023. In accordance with the Measures for Environmental Management Registration of New Chemical Substances (MEE Order 12), the MEE has approved a total of nine simplified registration applications of new chemical substances after review, and all these applications meet relevant requirements and are approved to conduct simplified registrations.
    On October 10, 2023, China’s Ministry of Ecology and Environment (MEE) approved the 12th batch of simplified registrations for new chemical substances in 2023. In accordance with the Open Government Information Regulation of the People’s Republic of China (Order No. 711 of the State Council), the MEE hereby published the approval results as follows for publication.
    On October 10, 2023, China’s Ministry of Ecology and Environment (MEE) published the second batch of chemicals to be added to the Inventory of Existing Chemical Substances in China (IECSC). According to the Measures for Environmental Management of New Chemical Substances (MEE Order 12) and the Guidance on Environmental Management Registration of New Chemical Substances (hereinafter referred to as the Guidance), the MEE reviewed application materials submitted by relevant units for the addition of the four substances into the Inventory of Existing Chemical Substances in China (IECSC). These four substances fulfill the requirements stipulated in Article 3 of the Guidance as well as MEE Order 12 and are hereby to be added to the IECSC.
    On September 11, 2023, the Ministry of Ecology and Environment (MEE) published the approval results of the eleventh batch of simplified registrations for new chemical substances in 2023.
    The Ministry of Ecology and Environment (MEE), in collaboration with the National Administration of Disease Prevention and Control, is seeking public comments on the List of Toxic and Hazardous Water Pollutants (Second Batch). This is in accordance with the requirements of the Water Pollution Prevention and Control Law of the People’s Republic of China. The aim of this list is to prevent environmental risks, protect public health, and the ecological environment.

    On August 3, 2023, China's Ministry of Ecology and Environment (MEE) published the fifth batch of regular registration certificates for new chemical substances in 2023. In accordance with the Measures for Environmental Management Registration of New Chemical Substances (hereinafter referred to as the “MEE Order 12”), the MEE approved a total of three regular registrations of new chemical substances after review, and all these applications meet relevant requirements and are approved to conduct regular registrations.
    On July 3, 2023, China’s Ministry of Ecology and Environment (MEE) published the approval results of the fourth batch of regular registrations of new chemical substances in 2023. In accordance with the Measures for Environmental Management Registration of New Chemical Substances (MEE Order 12), THE MEE hereby released results after review.
