In China, hazardous chemicals are defined as highly toxic chemicals and other substances that possess properties such as toxicity, corrosiveness, explosiveness, flammability, or oxidizing capacity, and are hazardous to human health, facilities, and the environment. Substances listed in the Catalog of Hazardous Chemicals, or those meeting the criteria for identification as hazardous chemicals, are classified as hazardous chemicals.

According to the Regulations on the Safety Management of Hazardous Chemicals (State Council Decree 591), enterprises involved in the production, storage, use, operation, and transportation of hazardous chemicals must comply with requirements such as hazardous chemical registration and obtaining relevant permits. Therefore, once these chemicals are formally listed in the Catalog, businesses handling them will face stricter controls. CIRS will continue to monitor subsequent developments and await the latest updates.
