    UK Proposes Comprehensive Ban on Bisphenols in Food Packaging

    On October 2, 2025, the UK Food Standards Agency (FSA) launched a public consultation on plans to completely prohibit the use of bisphenol A (BPA), other bisphenol analogues, and their derivatives in food contact materials. The consultation will close on December 24, 2025.

    Background

    BPA has been widely used in the food industry due to its heat-resistant properties. However, its potential health risks – including impacts on the male reproductive system and immune function – have sparked sustained concerns. In 2024, the EU adopted Regulation (EU) 2024/3190, banning BPA and harmful bisphenol derivatives in food contact materials, effective from 2025. Northern Ireland will align with this regulation under the Windsor Framework. To prevent market fragmentation and trade barriers, the UK (Great Britain) now proposes similar measures.

    Key Proposals

    1. Full Ban on BPA and Analogues

    The prohibition would apply to all food contact materials, including:

      • Plastics (e.g., reusable drink bottles, kitchenware)
      • Coatings and linings (e.g., interior of metal cans)
      • Adhesives, printing inks, rubber, silicone, and other materials.

    2. Transition Periods

    Mirroring the EU regulation, transitional periods of 18 months to several years would allow businesses to reformulate products and phase out existing stock.

    3. Exemptions

    Limited derogations may apply for critical uses (e.g., polysulfone filtration membranes, coatings for large storage tanks) if:

      • Migration levels are extremely low (≤1 μg/kg).
      • Pre-use rinsing protocols are implemented.
