ECHA Published the Updates to Community Rolling Action Plan for the Years 2021, 2022 and 2023

    from CIRS by

ECHA has published the Community Rolling Action Plan (Corap) for the Years 2021, 2022 and 2023. A total of 58 substances are subject to evaluation by the Member State competent authorities under the substance evaluation process of the REACH Regulation (EC) No 1907/2006 (Articles 44 to 48).

Among the 58 substances, 3 substances are newly allocated while the other 55 substances were published in the previous Corap update on 18 March 2020.

These substances are distributed for evaluation in years 2021, 2022 and 2023 by 16 Member States. In 2021, 8 substances are to be evaluated by six Member States. In 2022 and 2023, it is planned to evaluate 40 and 10 substances, respectively. However, changes may be introduced for the substances listed for years 2022and 2023 in the next CoRAP update in March 2022.

Comparing with the previous Corap plan, CoRAP 2021-2023 has postponed the evaluation of 28 substances. The main reason was awaiting results from ongoing dossier evaluation processes on the same substances. In some cases, the postponing was done to align the timing for similar substances in order to achieve higher consistency between assessments.

Five of the substances were withdrawn upon requests of the evaluating Member State as, based on new information or changes of circumstances, clarifying a concern by Substance evaluation is currently seen as of low priority or unnecessary.

    The withdrawn substances are:

    • 204-500-1 Perhydro-1,3,5-trinitro-1,3,5-triazine
    • 220-260-0 Octahydro-1,3,5,7-tetranitro-1,3,5,7-tetrazocine
    • 253-057-0 2,2-dimethylpropan-1-ol, tribromo derivative
    • 200-657-5 3,5-dimethylpyrazole
    • 701-241-0 Reaction Products of C3 alcohols and C3 alkenes obtained as by-products from the manufacture of propan-2-ol by hydration of propylene

In 2020, 14 substances have been evaluated (Corap 2020). The evaluation outcomes are as follows:

CIRS warmly reminds that once substances are included into the Community Rolling Action Plan, related enterprises must pay close attention to dossier review status released by Lead Registrant (LR) or the Consortium. If further testing is required by ECHA, related enterprises are obligated to share testing fee with other members.
