    ECHA Proposed to Add 5 New Substances as POPs

    On May 24, 2022, ECHA conducted a public consultation on 5 chemical substance expected to be or have been proposed to include in the list of Persistent Organic Pollutants (POPs). Comments can be made before July 19, 2022.

    Once these substances are officially listed in the Stockholm Convention, the European Commission will make amendments to the POPs Regulation according to the Stockholm Convention. The implementation of the POPs Regulation is expected to exert an influence on the manufacture, use and export of products containing these substances. Therefore, enterprises shall take appropriate measures as early as possible.

    Chlorinated paraffins with carbon chain lengths in the range C14-17 and chlorination levels at or exceeding 45 percent chlorine by weight

    Often used as plasticizers in electrical and electronic products; it is also used in cables, wire sheaths, insulating materials, chlorinated rubber resin coatings or copolymer coatings for paints and varnishes, and adhesives and sealants.

    Used as lubricants, wetting agents, plasticizers and corrosion inhibitors in surface treatment, fireproof and waterproof materials such as textiles, leather, paper, and other special fields.

    Proposals for New PoPs

    Q: What is the new POPs Proposal?

    A: For a new substance to be listed in the POPs Proposal, it shall be listed in the Stockholm Convention or the POPs Protocol.

    Q: Who can propose new POPs?

    A: Any party to the Stockholm Convention, including the EU, can submit a proposal to add a new persistent organic pollutant to the annexes of the Convention. EU Member States can submit their proposals to the European Commission. Their proposals must enable the substance’s properties to be assessed against screening criteria listed in Annex D of the Convention.
