China Expands Hazardous Chemicals Inventory with Five New Additions

On April 16, 2026, China's Ministry of Emergency Management (MEM), together with nine other government departments, issued Announcement No. 3 of 2026, confirming the addition of five substances to China's Inventory of Hazardous Chemicals (2015 Edition). The update made in accordance with the Regulations on the Safety Management of Hazardous Chemicals signals ongoing regulatory tightening and will be accompanied by a revision to the national Classification Information Table for Hazardous Chemicals.

The information on the five chemicals newly added to the Inventory of Hazardous Chemicals (2015 Edition) is as follows:

Definition of Hazardous Chemicals

Hazardous chemicals refer to highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, flammable, oxidizing, etc., and pose hazards to human health, facilities, and the environment.

Effective Date

This announcement takes effect immediately upon publication. According to the Regulations on the Safety Management of Hazardous Chemicals (State Council Decree No. 591), enterprises that produce, store, use, operate, or transport hazardous chemicals must comply with relevant requirements such as hazardous chemical registration and license application.
