Annual Report on Non-pharmaceutical Precursor Chemicals must be Submitted before November 30

According to the Regulation on the Administration of Precursor Chemicals (Order 445 of the State Council) and the Measures for the Licensing for Production and Operation of Non-pharmaceutical Precursor Chemicals (Order 5 of the State Administration of Work Safety), the Shanghai Emergency Management Bureau hereby makes the following notifications for the consideration of completing the annual report on the manufacture and operation of non-pharmaceutical precursor chemicals (hereinafter referred to as the “annual report”).

I. Who must submit?

Enterprises that have obtained licenses for production and operation, and a certificate of record for non-pharmaceutical precursor chemicals are required to submit annual reports.

II. Contents

Varieties, quantities, and flows of non-pharmaceutical precursor chemicals manufactured and operated by enterprises in the previous year shall be reported (zero declaration shall be made to enterprises not involving manufacturing or selling non-pharmaceutical precursor chemicals).

III. Procedures

(1) Online declaration

Enterprises making annual reports must log in to the integrated management system for non-pharmaceutical precursor chemicals under the Ministry of Emergency Management, then fill in and submit the true information on the varieties, quantities, and flows of non-pharmaceutical precursor chemicals manufactured and operated by enterprises in the previous year under the instruction of the system.

(2) Authorities check information via the online platform 

Licensing authorities shall log in to the integrated management system for non-pharmaceutical precursor chemicals to check the relevant information. If there are any problems, licensing authorities have the right to revert back to enterprises for alternations. 

IV. Requirements

(1) Enterprises shall submit annual reports of the previous year through the integrated management system for non-pharmaceutical precursor chemicals before November 30, 2022.

(2) Licensing authorities can introduce this Notice to enterprises within the precinct by designating personnel to instruct and make sure that the completion rate reaches 100%.

(3) According to the provision of Paragraph 5, Article 30 of the Licensing for Production and Operation of Non-pharmaceutical Precursor Chemicals, enterprises that fail to report truthfully or submit annual reports in a timely manner will be warned and ordered to make corrections within a time limit, and imposed a fine of more than 10,000 Yuan but less than 50,000 Yuan.

(4) Submissions of annual reports are free of charge.

(5) Unless otherwise notified or otherwise specified, the time of submitting annual reports in subsequent years shall follow the provision of Licensing for Production and Operation of Non-pharmaceutical Precursor Chemicals; contents of annual reports shall be submitted in accordance with requirements in the integrated management system for non-pharmaceutical precursor chemicals; submission procedures on annual reports shall be conducted under this Notice.
