    Analysis of Application Approval of New Food-Related Products (including Food Contact Additives and Resins) in 2022

    In 2022, the National Health Commission of the People's Republic of China (NHC) issued three announcements (No. 1, 2022, No. 2, 2022, and No.5, 2022) for the approval of new food-related products (including "new food contact additives and resins"). A total of 38 new food-related products (including expanded use) were approved.

    According to the website of NHC and China National Center for Food Safety Risk Assessment (CFSA), a total of 31 new food contact resins and additives applications were officially accepted and 19 food-related products (including expanded use) were issued for public comment.

    We will take you through the detailed information about the acceptance and approval of new food-related products in China in 2022.

    1. List of new food-related products application acceptance in 2022 (31 types)

    In 2022, NHC accepted the applications of 31 new food-related products, which include 11 domestic products and 20 overseas products. By the end of 2022, a total of four accepted products have passed the technical review of the Expert Review Committee from CFSA and have been open for public comments.

    Meanwhile, as of the end of January 2023, CIRS found that ten products have been reviewed and issued a rejection decision.

    Summary

    In 2022, we can definitely see the impacts of COVID-19. A total of 31 types of food-related products were accepted for approval, and 19 were issued for public consultation in China, which is a decrease compared with the previous year (in 2021, 58 were accepted, and 46 were issued for public consultation). However, the flexible administrative arrangements for approval provide great convenience to enterprises and enable the review and evaluation to conduct smoothly, so the number of approved products in 2022 is basically the same as last year.

    Furthermore, it can be found that quite a lot of food-related products accepted in 2022 were released for public consultation soon after the technical review, whose declaration period takes only about 5-7 months. It is estimated that those products passed the review on the first attempt after submitting the application. Therefore, we suggest that enterprises pay more attention to the preparation of materials, give a detailed analysis of risk assessment, and present the safety and necessity of the products clearly to shorten the pre-market period.
