Vietnam Proposes Amendments to the Cosmetic Management Regulations

On July 3, 2025, the Vietnam Ministry of Health issued Circular No. 34/2025/TT-BYT, proposing amendments to the cosmetic management regulations. The public consultation period is open until August 18, 2025.

The key proposed revisions include:

(1) Each cosmetic product may be notified using a single notification form. When submitting the cosmetic product notification dossier online, an electronic version must be provided; when submitting the dossier directly or by mail, a hard copy must be provided;

(2) Cosmetic products sold under the same name and packaging may be included in a single notification form; products with the same name, same product line, and similar formulation but differing in color or fragrance must be notified separately for each color and fragrance;

(3) Ingredients in the product formulation must be listed in descending order of concentration; ingredient names must comply with the International Nomenclature of Cosmetic Ingredients (INCI) as specified in the latest edition of the International Cosmetic Ingredient Dictionary; names of plant-derived ingredients must be provided using their scientific names, including genus and species; animal-derived ingredients must specify the exact scientific name of the animal species; the language used in the declaration form must be Vietnamese or English.
