    SCCS Issued an Opinion on the Safety of Aluminum in Cosmetic Products

    On May 30, 2022, the Scientific Committee for Consumer Safety of the European Union (SCCS) issued a draft opinion SCCS/1644/22 on the safety of Aluminium in cosmetic products, which concludes that the safety of aluminium compounds in sprayable applications other than antiperspirant cannot be evaluated. The deadline of public comment is July 25, 2022.

    Aluminium is mainly used as colorant in cosmetics and skin care products. The ingredient cannot be used on lips. Generally, it does not have any effect on pregnant women.

    In a safety assessment for Aluminium in document SCCS/1613/19 previously, SCCS concluded as follows:

    Cosmetics are safe at the following aluminum concentrations:

    • 6.25% in non-spray deodorant or non-spray antiperspirant;
    • 10.60% in spray deodorant products or antiperspirant products;
    • 2.65% in toothpaste;
    • 0.77% in lipstick.

    In its latest draft opinion SCCS/1642/22, SCCS concluded that aluminium compounds are safe when used in the following conditions: in non-sprayable product categories at the maximum levels indicated in Table 4; in sprayable antiperspirant products, provided that the maximum percentage of particles with 10 μm diameter does not exceed 20% of the total aerosolised particles. The SCCS could not assess safety of aluminium compounds in sprayable applications other than antiperspirant. Therefore, these applications (including eau de toilette, eau de parfum and hair spray) are therefore excluded from this Opinion.
