    Public Consultation of International Cosmetics Standard Chinese Name Directory (2018 version) by the State Drug Administration

    On September 7, 2018, the International Cosmetic Ingredient Dictionary and Handbook (2016 Sixteenth Edition) published by Personal Care Products Council, U.S., was translated by the China Food and Drug Administration in order to further manage registration and record-keeping of cosmetics. The International Cosmetics Standard Chinese Name Directory (2018 version) was then generated and asked for public consultation. Enterprises and individuals may give their feedback and opinions to China Food and Drug Administration in the form of E-mail (see the feedback form in the attachment) before October 10, 2018.

    CIRS Comments:

    The old vision contains 15649 ingredients in total while the 2018 vision contains 22620 ingredients, where 6971 new ingredients were added based on the old vision. Most of new ingredients were plants extracts such as Magnolia Champaca Flower OIL, Mentha Spicata Leaf Extract, Michelia Alba Flower Extract, etc. Synthetic chemicals such as Diisoproply Caprylyl Phosphine Oxide, Dihydroxymethoxychalcone, Isocarvyl Acetate, etc were also added. Meanwhile, some original ingredients were deleted from the 2018 vision, such as Rosa Hybrid Flower Extract, Sigsebeckia Orientalis Extract, Dihydroxyaluminum Aminoacetate, Butylene Glycol Propionate, etc.

    It will be good to uniform the identification of cosmetics and ingredients globally. However, the judgment of whether it is a new cosmetic ingredient or not is still based on IECIC (2015), where 8783 cosmetic ingredients are listed, according to Chinese cosmetics regulations. Therefore, it is impossible to make technical innovation unless the IECIC (2015) is updated.
