    Analysis Report on the Filing Status of New Cosmetic Ingredients in China – November 2025

    To help stakeholders stay informed of the latest developments and gain insights into market trends, this article provides a systematic review and in-depth analysis of the cosmetic ingredient filings published by China’s National Medical Products Administration (NMPA) in November 2025. The report mainly covers the number of new ingredient filings during the month, basic information about the filing enterprises, the regional distribution of domestic filers, ingredients that have been filed multiple times, and interpretations of selected ingredients. It aims to offer valuable data support and information references for the cosmetics industry.

    I. Number of New Cosmetic Ingredient Filings in China-November 2025

    According to data from the NMPA, a total of 15 new cosmetic ingredients were successfully filed in November 2025. As of now, the relevant technical specifications for these ingredients have not yet been disclosed, and none of them have entered the post-filing monitoring period. For detailed information, please refer to Table 1 below. As of November 30, 2025, a total of 149 new cosmetic ingredients have been filed in China during the year.

    II. Overview of Enterprises Filing for New Cosmetic Ingredients

    (I) Domestic and Overseas Distribution of Enterprises Filing for New Ingredients

    As shown in Figure 1, among the 15 new cosmetic ingredients that obtained filing numbers in November 2025, domestic filers significantly exceeded that of overseas filers. 13 were filed by domestic filers (approximately 86.7%), while two were filed by overseas filers (about 13.3%).

    (II) Domestic Enterprises

    Based on the analysis of filing data for new cosmetic ingredients, 13 approved ingredients were individually filed by 13 different enterprises.

    (II) Overseas Enterprises

    Based on the analysis of new cosmetic ingredient registration data, one registered cosmetic ingredient was filed by a company located in Japan, namely Seiwa Kasei Co., Ltd.; another was filed by a company located in Saudi Arabia, namely AlUla Peregrina Trading Co., Ltd., as shown in Table 2 below.

    III. Distribution of Domestic Enterprises Filing for New Cosmetic Ingredients by Province

    According to the analysis of new ingredient filing data, a total of 13 new cosmetic ingredients were filed by domestic enterprises in China, involving 13 companies across nine provincial-level regions. These regions include Guangdong, Beijing, Jiangsu, Guangxi, Shandong, Shanghai, Tibet, Zhejiang and Chongqing.

    As illustrated in Figure 2, Guangdong province recorded the highest number of new ingredient filings, with three. This accounts for 20% of all new ingredient filings by domestic enterprises in November 2025.

    IV. Frequently Filed New Cosmetic Ingredients

    According to statistics, as shown in Table 3, among the 15 new cosmetic ingredients that have obtained filing numbers, the ingredient Hydroxytyrosol was filed four different times by different filing companies.

    V. Interpretation of Selected Ingredients

    According to research, Sapindus saponaria, which belongs to the Sapindaceae family along with lychee and longan, is commonly known as hand-washing fruit, yellow-eyed tree, oil soapberry, wood soapberry, oil luo tree, etc. It is native to the Pacific, tropical and subtropical Americas, and has been introduced and cultivated in countries and regions such as Bangladesh, Fiji, and Laos. It is also commonly cultivated in Japan, South Korea, the Indochina Peninsula, and India. In China, it is widely distributed in the eastern, southern, and southwestern regions. Sapindus saponaria has application prospects and research value in the fields of biomass energy, agriculture and forestry, daily chemical products, and medicine. This ancient plant, referred to as "hair-washing fruit" in Shan Hai Jing and Compendium of Materia Medica, has long been widely used for “removing scalp wind and brightening the eyes when used for hair washing, and whitening and removing spots when used for face washing”. Its peel is rich in natural saponins, which have mild cleansing, antibacterial, and anti-inflammatory effects, making it an important traditional botanical source for Chinese cleansing and care. Guided by bioactivity, SeeYoung selected the probiotic strain with the highest fermentation compatibility with Sapindus from the UNIASIA Group’s microbial strain library, and combined it with patented biotransformation technology to develop the core patented ingredient “Sapindus Fruit Peel Ferment”.     Michelia alba is an evergreen tree of the Michelia genus in the Magnoliaceae family. It is native to Java, Indonesia, and is now widely planted in Southeast Asia. In China, it is extensively cultivated in Fujian, Guangdong, Guangxi, Yunnan and other provinces and regions, and is often potted in provinces along the Yangtze River. Michelia alba has a long flowering period and dark green leaves. It is a famous ornamental tree for courtyards and is often planted as a street tree. The flowers are pure white and fragrant, and can be used to extract essential oil or scent tea. They can also be processed into concrete for medicinal use, with effects such as promoting Qi circulation, dispelling turbidity, and treating cough. Fresh leaves can be used to extract essential oil, known as “Michelia Leaf Oil”, which can be used for fragrance blending.

    Camellia petelotii, commonly known as golden camellia, is an evergreen shrub of the Camellia genus in the Theaceae family. It is distributed in the evergreen limestone forests of southern Guangxi in China and northern Vietnam, and is listed as a Class II nationally protected plant in China. With its golden-yellow petals, Camellia petelotii is a rare ornamental plant and valuable germplasm resource, often praised as the "Queen of the Camellia Family" and the "Giant Panda of the Plant World." As a cosmetic ingredient that combines cultural heritage with scientific innovation, golden camellia flower extract has been proven to function as a skin protectant, moisturizer, and emollient. It is widely used in serums, facial masks, lotions, and other products, offering a novel ingredient carrier for the concept of “cosmeceuticals derived from edible sources.” (Source: Shangjie Youlan WeChat official account)

    Ganoderma ieucocontextum, is primarily found on the Qinghai-Tibet Plateau. It is a rare species of reishi mushroom that grows at high altitudes. While its appearance resembles the common Ganoderma iucidum, its flesh is snow-white with a unique and pleasant aroma. In 2015, it was identified as a new species within the Ganoderma genus. In recent years, increasing attention has been given to Ganoderma leucocontextum, with significant progress made in the study of its chemical constituents and pharmacological effects. To date, 95 compounds have been identified from this species, mainly including triterpenoids, meroterpenoids, and polysaccharides. These compounds exhibit a range of pharmacological activities, such as anti-tumor, hypoglycemic, hypolipidemic, and immunomodulatory effects.

    Chimonanthus salicifolius, commonly known as willow-leaf wintersweet, is a semi-evergreen shrub of the Chimonanthus genus in the Calycanthaceae family. It is native to Xiushui and Guangfeng in Jiangxi Province, China, and is also cultivated in Zhejiang. With a long blooming period and a delicate, elegant fragrance, it is considered an excellent ornamental plant for landscaping. In terms of medicinal value, willow-leaf wintersweet is traditionally used to treat colds, greasy food stagnation, chest and abdominal distension, epigastric pain, and heatstroke. Chimonanthus salicifolius is listed as Near Threatened (NT) on the IUCN Red List of Threatened Species by the International Union for Conservation of Nature (IUCN).

    Moringa peregrina is a deciduous tree species in the Moringaceae family and Moringa genus. It typically grows in arid rocky areas and cliffs, and is distributed across the Horn of Africa, the southern Sinai Peninsula of Egypt, the Arabian Peninsula, and Syria.

    Chimonanthus praecox, commonly known as wintersweet, is a shrub belonging to the Calycanthaceae family and Chimonanthus genus. Native to central China, it is originally found in regions such as the Qinling Mountains, Daba Mountains, and Wudang Mountains. It is now widely distributed in southwestern, central, eastern, and northern China. According to Compendium of Materia Medica by Li Shizhen of the Ming Dynasty, wintersweet can relieve summer heat and promote fluid production, stimulate appetite and relieve depression, detoxify and promote tissue regeneration, regulate Qi and stop coughing. It is traditionally used to treat conditions such as heatstroke-induced fluid loss, dizziness and vomiting, abdominal bloating, chest tightness and cough, as well as burns and scalds. In addition to its ornamental value, wintersweet flowers contain various aromatic compounds such as linalool, borneol, eucalyptol, pinene, and sesquiterpene alcohols, making it one of the premium aromatic flowers used in high-grade floral teas.
