Ukraine Plans to Postpone Key Chemical Compliance Deadlines under UA REACH and CLP

On October 22, 2025, the Ukrainian Ministry of Economy, Environment and Agriculture (MEEA) announced a proposal to extend compliance deadlines under the country's UA REACH and UA CLP regulations. A draft resolution published the same day aims to give chemical companies in Ukraine more time to meet regulatory requirements. The proposal is currently under public consultation until November 22.

Transitional Period

• Products that have already been placed on the market, can continue to maintain their status on the market until May 15, 2026, which means the original one-year transitional period would be extended to 18 months.

Labelling & Packaging

• Products placed on the market before January 1, 2027, can continue to be sold until July 1, 2028, even if their labeling or packaging does not comply with Sections 3 or 4 of the Regulation.

Classification

• The final date for placing chemical substances on the market that lack hazard classification under UA CLP Annex I has been moved to November 15, 2027.
• The corresponding deadline for mixtures is May 1, 2028.
